Checked against the primary document on October 4, 2026. The library's summary, tags and figures for this record were compared with the regulator's own document by an AI model (Claude) following written instructions, with sampled and disputed records read a second time. No lawyer has reviewed them. A checked record can still contain errors, and checked does not mean endorsed. See how we check records or report a correction.

What is alleged to have happened

On September 9, 2015 the SEC filed a complaint in the Middle District of Florida against Timothy M. Roberts, Terrance F. Taylor and Craig Constantinou, alleging they exaggerated the prospects of Tampa technology firm Savtira Corporation to investors and illegally sold unregistered securities. It charges Securities Act Sections 5(a), 5(c) and 17(a) and Exchange Act Section 10(b) violations. The U.S. Attorney's Office announced criminal charges against Roberts and Taylor. These are allegations. The record previously merged the first two names.

This library tags the matter as unregistered distributions, based on the conduct the document describes. The tagging is ours, not the regulator's: agencies charge statutory provisions, not technique names.

Roberts consented to a final judgment filed on 3 August 2018. It orders him to pay, jointly and severally with Taylor, disgorgement of $63,884 and prejudgment interest of $7,225, a total of $71,109, and treats that total as satisfied by the restitution and forfeiture orders in the parallel criminal case United States v. Roberts and Taylor, No. 8:15-cr-00356 (M.D. Fla.). I did not find or read separate judgments for Taylor or for Craig Constantinou, who was named in the complaint as selling Savtira securities, so the stored figures describe the Roberts judgment alone, and the sentences in the criminal case are not stated in the sources opened.
