What is alleged to have happened

the Securities and Exchange Commission announced this matter on July 17, 2023 as litigation release 25780. The defendant named is James P. Anglim, who as a registered representative at two market-making brokerages from November 2016 to February 2022 allegedly abused his trading position to facilitate sales of stock by outside control-block holders, concealing their identity as the source. He consented, without admitting or denying, to a judgment with injunctions, disgorgement of $405,991 (his trading profits), $82,009 in interest and a penny stock bar; no penalty was sought because he cooperated; the settlement was subject to court approval.

The release mentions boiler rooms once, as one way the unrelated control-block holders sometimes stoked demand for the stocks. Mr Anglim is not alleged to have run or worked in one, so the boiler-room tag is removed and the matter is tagged as general price manipulation, the charge brought under Exchange Act Section 9(a).

This library tags the matter as price manipulation, based on the conduct the document describes. The tagging is ours, not the regulator's: agencies charge statutory provisions, not technique names.

For the regulator's own account of the facts, read the primary document linked above. This page deliberately summarises the structured record rather than reproducing the release.

What technique is this, and how does it work?

This action is tagged with one technique in our taxonomy. The tagging is ours: regulators charge statutory provisions, not technique names, so the mapping is an editorial judgement described in our editorial policy.
