The Commodity Futures Trading Commission published this notice on June 12, 2023 as release 8716-23. It adds 45 foreign entities and their websites to the CFTC's Registration Deficient List, or RED List, which names firms that appear to act in a capacity requiring CFTC registration, such as trading binary options or forex, without being registered. The list is circulated to regulators, exchanges and industry bodies and complements the National Futures Association's registration data.
